Al-Taj News – Minister of Justice Dr. Bassam Samir Al-Talhouni confirmed that the Cabinet approved in its session today the amended regulation for the use of electronic means in civil judicial procedures for 2026, as part of efforts to continue developing the justice system and strengthening digital transformation.
Al-Talhouni explained that the amendments also regulate procedures for holding court hearings using electronic means by establishing precise controls to verify the identities of individuals and the integrity of procedures, ensuring the proper conduct of trials and safeguarding the procedural rights and guarantees of all parties to the case.
Regarding electronic documents and data, Al-Talhouni confirmed that the amendments strengthen the legal evidentiary value of electronic data, records, and documents extracted from the systems approved by the Ministry of Justice, whenever their integrity and authenticity can be verified. This supports reliance on digital documents in judicial work and strengthens confidence in electronic procedures, while eliminating the requirement to submit paper originals of documents submitted electronically, in order to further promote reliance on electronic procedures.
In the area of data protection and information security, Al-Talhouni said that the amendments emphasize the need to maintain the security and confidentiality of data in accordance with applicable legislation, keeping pace with the requirements of digital transformation and preserving the integrity of information exchanged through electronic systems.
Al-Talhouni added that the amendments include developing the institutional framework overseeing the implementation of the regulation by updating the composition of the relevant committee and involving the Cybersecurity Unit in its work, thereby strengthening the technical and security aspects associated with the use of electronic means in judicial procedures.
